Could I get some feedback on the radiation containment idea I have? What about using concrete rubble......?

What about using concrete rubble, build two walls around the whole plant that has a gap in the middle (like insulation gap). Fill gap with ice constantly for a while (we are gonna need some ice makers but hey, it is a complete meltdown we are avoiding and the loss of life or contamination of millions, ...um including us)! Anywho, with this constant temperature insulated wall in place, now water can be pumped into the plant facility ONCE and be contained, and temp-regulated by the outer wall temperature. Am I crazy or what??? Don't answer that part...Good luck Japan.
