Name this Anime Movie?

It's a japanese movie about a guy who emits a gas that makes plants and flowers grow really fast but kills humans. He is chased all around Japan by the military to try to get him into containment but he's like really confused so he just runs around. Would really like to know the name of this movie, thx =)
